This tutorial was written by me on the 13th of March 2008. Any similarity to any other is purely by chance. No copyright infringement was Intended. Please do not claim as your own. A working knowledge of PSP is required for this tutorial.
I Use Paint shop Pro X.
Although Im sure the same effects can be achieved using other versions.

What you need:
Tube Of Choice.
Fonts of choice
( I used The NaughtiGal and 1Snappy DNA Both Of which a pay fonts)
Twink
Plug ins Pentacom Dots and Crosses And Eyecandy 4000

OK Let's Begin

Start By Opening a 600 by 600 Canvas. And your Tube. Using your preset shape with Background at Null and Using a complementary colour to your tube .Draw a Large star.

When your happy with the size Convert to a raster layer and Go to Effects-3d effects-Inner bevel and use these settings.

Apply these settings twice to your Star and then go to Effects-Plugins Eyecandy4 glassAnd use the settings shown.

Now using your star preset shape again.. Fg and BG both set the same. Draw another star slightly bigger then your first and convert to a raster layer.

Go to Adjust and Gaussian blur -13

Now go to effects-plugins -pentacom-dots and Crosses and use these settings:

Now duplicate the star layer twice so that you have three layers.
Go to Colourise and colour two of the stars complimentary colours.

Your layer palette should now look a bit like this.

Resize the top coloured star by 85% , the middle star by 90% And Merge the star layers. Blur(not Gaussian) the layer and apply the same dots and crosses settings.
Activate your star outline and duplicate. Copy and Paste your tube on the top of your layers. Resize if needed. Drag in your layer palette one of the outline layers up on top of your tube layer.
palette should go -outline, tube, outline, stars. Using your eraser tool erase any part of the star that covers the top half of your tube and any of the tube that is beyond the outline of the bottom outline layer as so:

Now merge the outline and tube layers and add a drop shadow of your choice. Then resize your tube layer by 90%.And Your outer star by 95%. Flood fill your bottom layer white.
Now Using the fonts of your choice add your name and Choice of wording.
Apply the same Inner bevel and glass settings as above to your text
( I left off the glass on my wording).

Add a drop shadow. Open the twink I provided and copy and paste and duplicate as many times
as needed and place on the text. Where it looks best.

Add your Copyright Info.
Then merge all. Crop off the extra Canvas and resize and save as a J peg and we are done!
