It is my own creation - any similarities to another tutorial is purely coincidental.
Some knowledge of Photoshop CS2 and Imageready CS2 is required.
Supplies

Mura's Meister - Copies
Tube of Choice
I'm using the lovely artwork of Carolina Seabra. It can be found at http://queen-uriel.deviantart.com.
Font of choice
I used Black Adder II. It can be found at http://simplythebest.com/fonts/fonts/blackadder2.html.
Alright! Let's get started!
Open new canvas - 500 px X 500 px White
Open tube of choice
Create a new layer
Select your elliptical marcee tool and place circle on your new layer about three-forths as big as your canvas (remember to hold you ctrl key after clicking the canvas for a perfect circle)
With your eyedropper tool - pick a complementary color from your tube and flood fill your circle
Duplicate your circle layer 4 times for a total of 5
Starting with copy 1 - resize by 80% using your free trasform tool (Press ctrl + T)
Resize copy 2 by 60%
Resize copy 3 by 40%
Resize copy 4 by 20%
Select layer 1 (your first circle) and apply Eye Candy - Glass filter to it with the following settings
Apply it to the rest of your circle layers
Select your first circle layer again and using your magic wand tool - highlight the middle of the circle - press delete
Repeat with the rest of your circle layers
Should looks something like this
Now copy your tube to your canvas as a new layer - resize as needed (make sure the lock transparency is turned off)
Duplicate your tube - resize by 50%
Make sure you still have the resized copy still selected - Apply Mura's Meister - Copies with the following settings
Select Encircle from the drop down preset menu then apply as followed
Number - 20
Shift X - 50
Shift Y - 50
Rotation - 100
Phase - -22
Cycle - 100
Skale - 100
Move this layer down under your first circle layer
Hide main tube for now
Resize the layer that you just moved so that only the face (or what ever part of the tube you want showing) is peeking through the slit between the first and second circle
Duplicate layer 3 times for a total of 4
Resize copy 1 by 80%
Resize copy 2 by 54.3%
Resize copy 3 by 33%
Combine your circle layers in to one layer by hiding all but those layers and pressing ctrl + shift + E
Do the same with your copies layers
On the copies layer - apply the gaussian blur filter at 0.5
Add a drop shadow to you circle layers
Distant - 3 px
Spread - 0 px
Size - 5 px
Opacity - 75%
Make sure that the box next to anti-alias is checked
Select your circles layer
Using your magic wand tool - select the outside section of your circles
Goto Select/Modify/Contract - 15 px
Press OK
Select inverse
Click on your path's tab and select the "Make work path from selection" button at the bottom
Go back to your layers tab
Select your text tool
Select the path that we created with the text tool
Type your words of choice so that they go all the way around the circle - try to make them as even as possible
Create a new layer
Select your paintbrush tool - brush size - 9 px - hardness - 100%
Place dots between your words or group of words
Duplicate your dots and circle layers 2 times for a total of 3 each
On your circle layers apply Alien Skin Xenofex 2 - Constellation with the following settings (be sure to click the random seed button each time you apply the filter to the other circle layers)
On your dots layers apply noice filter at 60% - make sure to have the box next to monochromatic checked and it's on the gaussian
Unhide your main tube and add a drop shadow of your choice
Add your © information and a tagged by.
Time to Animate!
Transfer everything over to Imageready CS2 by clicking the "Edit in Imageready" button at the bottom of your tool panel or by pressing shift + crtl + M
Make two more frames in the animation window at the bottom of the screen
On the first frame - make sure to have just one dot layer and one circle layer selected
On the second frame - change up the layers that are select
Same for the third frame
Highlight all frames
Right click the 0 sec. and change the speed to 0.1 sec.
Make sure everything is to your liking
Select File/Save optimized as..
Give it a name and location that's easy to find and you're done!
